A completed secondary general education document (school-leaving certificate) with the full list of subjects studied and the grades obtained must be submitted no later than the closing day of document acceptance. A foreign education document must be accompanied either by a recognition certificate (свидетельство о признании иностранного образования) issued by Rosobrnadzor / FGBU 'Rosaccredagentstvo' (www.nic.gov.ru), or by the applicant's own written statement requesting recognition of the education obtained. No numeric GPA / attestat average / minimum score is published for this route.

Attached to the personal application for admission to the first year of a bachelor programme: (1) identity/citizenship document (submitted together with the application); (2) notarised Russian translation of the identity/citizenship document; (3) education document with the full list of subjects and grades (no later than the closing day of document acceptance), plus a recognition certificate for a foreign education document where required; (4) notarised Russian translation of the education document and the list of grades; (5) document confirming registration in the individual personified accounting system (SNILS), if available; (6) a 3x4 photograph (colour or black-and-white, white background, taken in the admission year); (7) consent to processing of personal data. The surname, first name and patronymic shown in the translations must match those in the entry visa, where one exists.

For the 2026 intake (2026/2027 academic year), applications from foreign citizens and stateless persons applying to MSU bachelor/specialist/master programmes under fee-paying education contracts are submitted from 20 June 2026 to 25 June 2026. Preparation of the application in the applicant's personal cabinet at webanketa.msu.ru opens on 1 June 2026. (Separately, general MSU document acceptance for bachelor/specialist runs 20 June – 15 July, and the Faculty of World Politics states 20 June – 15 July 2026 for its bachelor intake; the 20–25 June window is the one that is stated specifically for foreign citizens on fee-paying places.) No 2027 admission calendar had been published by MSU as of the retrieval date.

Foreign citizens and stateless persons may receive higher education funded from budget allocations under international treaties of the Russian Federation, federal laws, or the quota for education of foreign citizens established by the Government of the Russian Federation (the Russian Government Quota), as well as on a fee-paying basis. Admission within that quota is made on referrals from the federal executive body responsible for state policy in education, and enrolment within the quota is issued by a separate MSU order. Note: the 2026 foreign-citizen allocation table for 41.03.05 at the Faculty of World Politics lists 60 places under fee-paying education contracts only; no quota-funded place count for this specific programme is published there. No MSU-funded merit scholarship for foreign bachelor applicants is published.
